August is a time full of new plans, excitement, excitement and even conflicts for teachers. This is because the classification process that precedes each school year raises many misunderstandings, problems, and questions. But where the system and laws, the rules worked properly, there is no place for disagreements. This process, of course, requires policy awareness and fairness from school leaders.

The newspaper "Marifat", in cooperation with the Ministry of Preschool and School Education, organized a voice chat in cooperation with the Ministry of Preschool and School Education in order to find answers to teachers' questions about the distribution of lessons in educational institutions with the help of experts. According to the announcement of an open dialogue on this topic, more than 70 questions were received in 3 days (the process is ongoing). Most of the questions relate to how to distribute teaching hours for certified and non-certified teachers, students, teachers who have come out of maternity leave. Therefore, questions of the same content were generalized. The questions were answered by the Chief Specialist of the Department of Methodological Support of the Educational Process and Textbooks of the Ministry of Preschool and School Education Farrukhjon URUNOV and the Head of the Department for the Coordination of Inclusive Education and Inclusive School Activities of the Ministry of Preschool and School Education Rozibek TO'rayev. The school has a total of 37 hours of history classes and two history teachers. One is the highest category, the other is the second. How should we give lessons?

My work experience is 17 years. I belong to the 2nd category. My student took 5th place in the district at the Al-Khwarizmi Olympiad. One of my colleagues belongs to a high category. The other category belongs to category 2. It has international GRI certification. Work experience: 2 years. How should we give lessons?

I have 26 years of experience. I am a 2nd year student at the university. Our director says: "You will not work in the 2nd year." How many hours of classes am I actually entitled to based on my internship and the fact that I am a student?

Every year, teachers who have 2-3 years left to retire are allocated more teaching hours. Is it possible to give more teaching hours to teachers approaching retirement age, regardless of category? If it is possible, in which document is this indicated?

On these issues, the Regulation approved by the Resolution of the Ministry of Preschool and School Education of the Republic of Uzbekistan (formerly the Ministry of Public Education), the Ministry of Economy and Finance (formerly the Ministry of Finance), the Ministry of Health of the Republic of Uzbekistan dated June 20, 2020 "On approval of the Regulation on the procedure for compiling classes and forming tariff lists in secondary education institutions" is set out. In particular, in accordance with paragraph 15 of the Regulation, teaching hours of teachers will be distributed annually until September 15 on the basis of the following priority:

• teachers who have brought up winners of international Olympiads;

• winners of international Olympiads as teachers;

• teachers with international certificates in foreign languages and STEAM subjects (TESOL)

Level 5, CEFR B2, IELTS 6 and above, as well as other certificates established by the Ministry of Preschool and School Education of the Republic of Uzbekistan);

graduates of the world's leading universities included in the TOP-1000 university ranking;

• teachers who brought up the winners of the republican stage of the main Olympiads;

• winners of the republican stage of the main Olympiads who are teachers;

• teachers who won prizes in republican competitions (Teacher of the Year);

• teachers with higher qualification categories; teachers of the first qualification category;

• teachers of the winners of the main regional and district stages;

• teachers of the second qualification category;

• teachers with a master's degree in pedagogical directions;

• teachers with excellent grades based on the results of theoretical and practical tests conducted in their subject in the prescribed manner;

• teachers with higher education without a category;

• teachers with a diploma of retraining;

• graduate students of higher educational institutions in pedagogical directions;

• graduated from higher educational institutions of foreign countries in the pedagogical direction, but the diploma was not recognized

"I have a secondary specialized education, I have been teaching for 30 years, and I also had a class teacher. But this year they will not teach. Do I have any legal rights in this case?

According to the Decree of the President of the Republic of Uzbekistan dated April 29, 2019 "On approval of the Concept for the development of the public education system of the Republic of Uzbekistan until 2030", by 2030 it is planned to increase the number of teachers with higher education in secondary schools to 100%. Therefore, a number of opportunities are created for teachers with secondary specialized education to obtain higher education. It is only logical that you would take advantage of all these opportunities.

If teachers with secondary specialized education want to work in the education system, they must already enter higher educational institutions and try to get a higher education. For information: Teachers with three years of teaching experience and secondary specialized education are admitted to correspondence departments of higher educational institutions in the field of pedagogy based on test results.

At the same time, he has secondary specialized, vocational education before he is provided with teachers with higher education

Classroom hours for teachers can be held in accordance with paragraph 15 of the Regulation "On the procedure for compiling classes and forming tariff sheets in secondary education institutions" (registered by the Ministry of Justice of the Republic of Uzbekistan on June 30, 2020, registration number 3271).

– I have the first category in mathematics and the second category in physics. Is there a separate lesson for each of my areas in the course distribution or is it common for both?

- In accordance with the current legislation, the hours of classes are distributed in accordance with the achievements of the teacher in the specialty (for each subject).

- Deputy Director, Physical Education Teacher. I am also a physical education teacher of the highest category. He was given 10 hours of training, and I was given 20 hours. I asked them to give me 24-6 hours. Because, in previous years, the deputy director did not pass the allotted hours due to the workload of his position. Isn't this situation, which is observed in almost every school, a betrayal of the student's salary? To what extent will it justify itself tomorrow?

- In accordance with paragraph 14 of the Regulations on the remuneration of public education workers, approved by Resolution No. 275 of the Cabinet of Ministers of the Republic of Uzbekistan of December 21, 2005, the main position is held by a senior employee of a state educational institution, regardless of the staff position he occupies, per week for up to 10 hours

I am a 2nd year student at the Faculty of History. From September, there will be 4 days of classes at the university and 2 days of internship at school. I want to attend classes during these two days. Can I get a lesson?

My employee enrolled in correspondence training last year. This year his studies were closed. He is applying to teach classes this school year. In what order should I teach him?

- I am a 3rd year student of the Faculty of Applied Psychology of TerSU. I want to work in a school. What (minimum and maximum) fare can I get?

– according to the Regulation approved by the Resolution of the Cabinet of Ministers of December 21, 2005 No 275, students studying in pedagogical areas of higher education can be hired as the main employee in schools to perform pedagogical work without interfering with their studies from the 3rd year. But students are not allowed to work as psychologists. Qualification requirements for psychologists are defined in the "Qualification Characteristics of the Main Positions of Employees of a General Education School (Boarding School)", approved by the Order of the Ministry of Preschool and School Education of April 1, 2024 No 105. According to it, a citizen wishing to work as a psychologist must be a psychologist at least a bachelor's degree or take a retraining course in higher education and additional psychology. And students do not meet these requirements. This is due to the fact that these are persons with incomplete higher education. Therefore, it is not possible to hire students for the position of psychologist. Where to apply in case of violation of the Regulation "On the Procedure for Compiling Classes and Forming Classification Lists in Secondary Education Institutions" (registered by the Ministry of Justice of the Republic of Uzbekistan on June 30, 2020, registration number 3271)?

‒ What are the criteria for assigning lessons to teachers of specialized schools for children with special educational needs? What are the minimum and maximum hours of classes for them?

\u2012 The distribution of lessons in specialized schools and schools for children with special educational needs is partially based on the requirements of the Regulation "On the procedure for staffing classes and forming lists of tariffs in secondary education institutions" (registered by the Ministry of Justice of the Republic of Uzbekistan on June 30, 2020, list No 3271). Basically, the education of the teacher (i.e. by the type of institution, if there is a school for the visually impaired, surdon, if there is a school for the hearing impaired, if there is a school for the mentally retarded, knowledge of oligophrenic pedagogy), work experience, teaching skills, the ability to work with parents, the attitude of a specialist based on the results of internal monitoring of institutions, open lessons, compliance with internal discipline, Activities carried out by the Ministry of Internal Affairs of the Kyrgyz Republic will be taken into account.  Accordingly, the lesson is divided and approved by the decision of the school principal.

Teaching load (norm) – (as in secondary schools) is set at the level of 18 hours for primary school teachers and 20 hours for high school teachers. This year I went to the 1st grade, I was given 17 hours of lessons. I have both an inclusive education student and a homeschool student in my class. Can I teach both types of students?

‒ If a secondary school teacher is a teacher, then inclusive education can teach a student. However, in homeschooling, the student's assessment is important. The lessons taught to him must correspond to the teacher's specialty. This issue will be resolved by the school administration after its consideration.

During the collection of questions on the topic, proposals were also received for the distribution of lessons. In particular, the following proposal was made by the physics teacher of IMOM No13 in Zarafshan Erkinjon YARASHEV:

"When distributing lessons, it is necessary to look at the quality of knowledge, the attitude towards students (this should be the first priority for the teacher), as well as the labor activity of at least 60% of the classes where the teacher taught a year ago. That is, no more than 3 years of activity and teachers with more than 30 years of experience should not give more than 0.5 rates. The reason is that there is little experience in the former, there is no methodology. The second has experience, but the methodology is outdated. Schools need strong methodologies and teachers who are inclined to innovate.

"It is necessary to take action against school leaders who artificially reduce the hours of classes, attracting unnecessary teachers from the outside, even if the hours of classes are not enough today.

Also, answering questions, experts called on teachers to correctly assess the situation with the distribution of lessons in the schools in which they work: "The employer also distributes it based on the teaching hours available at the school, it is a mistake to require him even in the absence of teaching hours."
